It sounds like you don't have the correct driver loaded for your video card, and Windows is defaulting to the basic VGA driver, which will not offer any of the special features of your video card. First do the following…
1) Try the monitor on another computer, to ensure it's not a bad monitor or cable.
2) Find the setting on the monitor that says "restore factory defaults" and do so.
3) Make sure if the monitor has a driver, it is installed.
4) Make sure your video card has the correct, most up to date driver installed.
Since the problem could be either the monitor, the video card, or a driver issue, you have to eliminate them one at a time. If you don't know how to check or install drivers, take the system to a technician.
